If you have taken a contract since October 1st you call call O2 and have a spend cap applied.
If your contract is older, you can ask for bars to be placed for premium rate services and charge to mobile etc, but no spend caps.

That's a very open question really.
A few of the things you can do...
Turn mobile data off completely and use only WiFi.
Delete the apps you no longer use.
Don't send MMS by using emoji's when texting ie https://community.o2.co.uk/t5/How-to-Guides/Accidental-MMS-Sending-and-How-to-Avoid-it/ba-p/1014132
Use free apps instead of those you purchase.
Don't use anything which relates to Charge to Mobile
I'm sure there are many other things, so the ones given are just a start.
