Simple answer is no. The terms and conditions of all the UK networks do not guarantee you 100% coverage 24/7.
The status app shows problems in that area with work ongoing
If your home has wifi then use WiFi Calling

@_mad_ This is not O2. This is a customer community.
Are you asking to cancel because you're where you are for two weeks or is it permanent? Where you've moved to is a choice made by you, not O2. It's highly unlikely that O2 would agree to any cancelation.
If you've no signal you can reach O2 via social media and ask, but don't get your hopes up:
