If this is your first top up you have to use a voucher.
Also, if you use a card it has to be registered to O2 first. Follow the advice in this guide https://community.o2.co.uk/t5/How-to-Guides/How-to-Top-Up-PAYG/ba-p/1156408

The guide has now been edited today. A voucher is NO longer required for the first top up according to O2.
