Error code 14 Apple Watch ultra

I recently upgraded to iPhone 16 and now my Apple ultra does not have cellular, I keep getting error reference 14, I have tried with customer services who were no help and told be to go into my local store, I have been into o2 store twice and they were unable to solve issue.
