I have been using this for years and its suddenly stopped working. I had to speak to many people at o2 as they didn’t seem to understand what pay to mobile is. They said there is no restrictions on my account. So I contacted Apple, they said that on there screen they can see when I attempted to purchase something it told them that o2 declined it. O2 have given me a 3-5 working day deadline for them to fix the issue. Today is day 6 and the problem is still there. I’ve tried contacting o2 but again no one seems to know what add to mobile bill is.

I am having the same problem, I have contacted o2 they are saying my account looks fine, Iv then contracted apple and they are saying it must be o2 declining the payment? I don’t understand, are you able to help please

As O2 have big problems with this I think if it was me I would pay some other way rather than have all this messing

Facing the same issue. Worked for years, no issues, but this month it has decided that ot's not going to work. Cudtomer support tried to place then lift the spend cap. Nothing. It works fine on other servuces but not Google Play.

It might be worth having a chat with Google as they might have a limit on there side as part of CSR policies, its not unheard of.
