New contract pay monthly sim cards arrive activated.
Replacement sim cards will need a call to O2 to activate or do a sim swap if you have access to your old one.
PAYG sim cards need to be topped up to activate Guide How to Top Up (PAYG)

Sim management can also be performed in your MyO2.
