Is this an upgrade then just use your old sim card. follow this guide here Guide: Sim Swap: a mini guide 2017 update

If its a replacement for a lost sim then you can use Skpe a guide is here Guide: A Guide to Skype  to call o2 on 0800 081 0255

Or just send them a message on Facebook (https://o2uk.co/O2CFB) , Twitter (https://o2uk.co/O2CTW) or Instagram (https://o2uk.co/O2CIG)

If it still doesn't work after a sim swap then there is probably a bar on your account (due to the sim being lost)

You would need to contact O2 to lift the bar. You could use Skype Guide: A Guide to Skype  or message via social media. Message O2 on Facebook ( https://o2uk.co/O2CFB) , Twitter ( https://o2uk.co/O2CTW) or Instagram ( https://o2uk.co/O2CIG), if needed.
