Spend Cap issues over short messages. to friends

Hi   In the past few months I've been charged extra for certain messages. 

My Spend Cap was reduced from £5 to £O. Today I tried to send messages to 2 acquaintances. The texts were not forwarded. Is this related? No pictures, no emoticons 

There is a connection between the 2. Both I met through  local foodbank. Both are very low income. Is there some device or usage they may have that is blocking my contact or be affected by Spend Cap.

As you were previously being charged it two reasons would be either your text going as MMS picture messaging or their numbers are not standard UK mobile
