Calling/Sending message to a Ukrianian mobile from UK mobile

My girlfiend sent me her mobile phone number so we can text and call each other. She is located in Ukraine and the number she sent was +380 93 xxx xx xx.  I tried calling and sending message but both failed.  Am I doing something wrong?

If you have a spend cap any international calls or texts may be prevented.

@DaveB1 Not sure why you can't call or text, but aside from that you should both download and install WhatsApp. You can call, text, and video call over WiFi for free. You can do the same with Facebook Messenger or Google Duo, and there are probably others too. Don't waste your money using your O2 allowances.

I DO NOT WORK FOR O2
