The fact thatsomeone else on O2 is having the exact same problem points to one of the networks. It may be that O2 doesn't have agreements in place with the particular Russian network your friend is on.

I get it fine, hence the link I posted that gave exactly the same issue that you are having !
If it's your texts not getting through there is the possibility that your friend has blocked you accidentally. It has nothing to do with any blocking facility on your phone at all.
However, same problem, on same network, to same country points to an O2 to receiving network issue.
Does that make sense ?
