No UK calls are actually free unless they starts with 0800.
It actually depends on the allowance you have in your tariff. Current SIM only tariffs don't comes with O2 to O2 specific allowance so it comes from generic UK allowance from your tariff. As long as you stay within your allowance, you won't be charged extra.
They are not actually free calls because you actually pay the subscription fee for the service, either coming with limited or unlimited allowance.
