I am currently in The Netherlands and my phone is showing as no network/data. I received a text saying all calls and texts will come out of my usual allowance. Is there a spend cap on my phone as I need data to be able to travel around?

Try manually selecting a network and change the network setting to use 4G. It is also worth checking the time on your phone as well.
