Calls from O2 to O2

Are these calls free.

No UK calls are actually free unless they starts with 0800.

It actually depends on the allowance you have in your tariff. Current SIM only tariffs don't comes with O2 to O2 specific allowance so it comes from generic UK allowance from your tariff. As long as you stay within your allowance, you won't be charged extra.

They are not actually free calls because you actually pay the subscription fee for the service, either coming with limited or unlimited allowance.

It depends which tariff you are on. What does it say in My O2?

If they are in your inclusive allowance then yes they are free

No, not generally.
They were on some of the older tariffs but not many (if any) of those left now.
If you have unlimited calls they will all be free, of course.
