Some time ago there was rule that there is need to top up phone every 6 months at least, otherwise number will be blocked forever even if there are money on it.
How can I find such into?

in the t&c section
7.1. If you do not make or receive a chargeable call at least once in any 6 month period your Mobile Phone will be disconnected and you will lose any remaining credits balance on your Account. If you wish to be re-connected after this time you will be given a new Mobile Phone number.

It is not top up it is make a chargeable call

If it is blocked, you can call O2 up and ask them to unblock it. It happened once with my nans phone (she only has it for emergencies). I don't know if this is common practice with O2 or a one-off but there is no harm trying.
