why does my o2 dongle say insert sim when the sim is already in and will not bring upthe connection manager

Sim is either inserted incorrectly or not activated.

Dongle is now sorted got a new som card but O2 site will not let me set the dongle up for a  monthly payment it give me this message "Cannot add device error occurred while attempting toadd device".
