Why am I not able to recieve phone calls from other people

I'm not able to recieve messages or phone calls from friends or family or any one that's trying to get hold of me, my setting are all good no numbers are blocked I cant figure it out

Maybe you have a problem like we have our local mast has been down for over 24 hours
