There is a PUK which unlocks a SIM card.
A PAC which is required to port your number between networks, and
A NUK which is used to unlock your phone to a different network.
I'm guessing you may not have the correct code to port your number.

You need to ask EE for your PAC, then call O2 and give it to them to port your number over.
