I'm putting new sim and get message "SIM network PIN blocked. Enter SIM network PUK" What is PUK

My phone is Samsung S9+ and I am keeping my number. Its a SIM only deal

Sounds like the phone is network locked.

Was the S9 + bought from EE. If so you will need to ask them to unlock it

This is not O2 and we are all customers here similar to yourself and cannot answer account type queries.
