We've had a Virgin mobile account for years for my own and my husband's mobiles. He needs to upgrade but is it best to do this through Virgin or 02 (are they the same thing now?).

He is already on O2.
Everyone on Virgin Mobile was moved to O2 in 2023.

Virgin only handle the Broadband side of things now.
Anything phone related is O2. So it is they who you need to contact
