I've been with O2 now for 7 months and paid my bills on time and was offered an upgrade. I applied for that upgrade only to be told I don't meet their criteria. 

Why on earth did they except me in the first place if I don't meet their criteria, obviously I will be binning you once my contract has ended.

All mobile 'phone networks and telecoms companies do odd things, so do not think by leaving O2 you will be treated better. 

I had a mid-contract BT e-mail a few days ago. It invited me to "upgrade" for the remainder of my contract. However, the "upgrade" was to the exact package I have got now, but at £12.00 per month greater cost.

There is no guarantee that paying SIM only will get you an upgrade.

The computer generates these offers but does not take into consideration a number of other factors re credit

This is not O2 and we are all customers here similar to yourself and cannot answer account type queries.
