Unable to disable voicemail by calling 1760

PLEASE HELP
I have tried to call 1760 to disable my voicemail. The automated voice confirms my voicemail has been disabled.
However, when I have someone call my phone, they can still leave me voicemails.
How can I turn off the ability for people to leave me voicemails?
I'm on iPhone 14 Pro and monthly O2 plan.

Try dialling ##002# to cancel all diverts
You may need to turn off wifi calling first

I just tried that and also switched off wifi calling before doing it. But when I call 1760, though the automated voice says my voicemail has (again) been turned off, when a friend calls my number it goes to voicemail.
Any other thoughts? This is really baffling...
