Sim card not activating

Last week my phone got stolen, so I got a new iphone 13 and sim card on Saturday. It still hasn't activated. I have tried turning it off and on again and reinserting the sim card and adding the pin.
I tried phoning, but after 40 minutes I got cut off whilst I was on hold. Any ideas?
