I have just seen that there are works taking place in my area I. The o2 network that won’t be fixed until 15th December! Please can I request a refund?

You can contact customer services and ask for a refund @Ted12 but you might be worth waiting until the issue is resolved.

No, as the terms and conditions you read before signing up state categorically you are not guaranteed a signal 24 /7

Once work is complete then you can contact O2 who may offer an ex gratia payment.

In the meantime use WiFi Calling at home if you have a  broadband   connection

This is not O2 and we are all customers here similar to yourself and cannot answer account type queries.
