Hi guys
I'm also having this exact error and I'm unsure how to rectify.
When I upgraded my contact, I was asked if I wanted to put a cap when roaming, which I agreed to, but there was no mention of a cap for domestic or a suggestion the cap I agreed to would affect domestic also.
I never go over my unlimited calls or unlimited texts, and my phone is set to stop data when I hit that limit. The only additional costs I'd have is premium messages which I occasionally send.
Can somebody point me at where I can enabling this using the 'my O2' app? Or can I rectify via web chat?

When it comes to the reason you are calling stay silent for 15 seconds and you will be taken to the keypad options.
Press 2 for Everything Else
Press 5 for More Options
Press 7 for Anything Else which will put you though to someone.
Say "Upgrade", "Lost/Stolen" or "Fraud" if you have to, to get put through to someone.
8.00am is the best time to call if you can.
