Dear Mr./Mrs.,
I currently pay £50 pounds monthly for the number which belong to me and my brother.
Two months ago, I contacted O2 and requested to change my plan to £19 per month. However, this change was not implemented, as I continue to receive bills amounting to £50 per month.
Since I am currently not in London and unsure of when I will be able to return, I would like to terminate these numbers and cease receiving bills for them.

@Shams This is not O2. This is a customer community and can be viewed by the public. If you don't remove your phone numbers within the next hour you will be laying yourself open to every spammer and scammer on the planet until the moderators come on in the morning to remove them.
