I know that you can forward spam texts to 7726 but does anyone know what you can do with a spam text that is linked to a text message but there is no option to forward this particular spam text. Only options are View or Delete.
I will probably delete but I imagine there must be others who get web spam messages. Any other option to report the spam site if it is linked to a web promotion?

I think you are talking about a WAP Push Message, also known as a Service Message or Browser Message.
There is no facility to send them from a handset (on GSM networks).
It is illegal to send unsolicited messages, and you can report them to the Office of the Information Commissioner. www.ico.gov.uk
However, I don't believe they investigate individual cases, they collect details to see if there is a genuine problem.

Ah, thanks PRKing. I thought they were normal MMS spam.
Would it do any harm by turning push messages option off on the phone or would I miss out on any O2 notification that way?

I don't think O2 use them to send links (any more), so it would be safe to turn them off.
