Yes you can to some extent. You can ask customer services to place these bars on your account
- Bar all Direct to Bill Debits
- Premium Bar (calls to premium numbers, 090, 070 etc.)

Customer services answered about 1 minute
answered security question ~ seemed to understand what I required ~
I asked to Bar all Direct to Bill Debits
and Premium calls Bar
I checked again with the Customer Service Agent and confirmed it
Cus.Ser. said they will text confirmation
YES EXCELLENT ~ still awaiting Text though.
It would be nice if it could be marked on my O2 Account as a reminder and information.
