Calls not connecting

I'm unable to make a call, whenever i try it shows calling but before any rings it goes straight to call ended.  I've checked the service staus and everything is fine and I've checked if I owe any money and it says there is nothing outstanding.  I've restarted my phone and still the same problem exists. 

I dont have another phone to try and call O2 does anyone have any idea as to what it could be?
