Bill higher than expected (with Virgin Media)

I changed my Virgin Media plan to one that includes an O2 sim (which I did not need, but decreased the total price).

I was told my O2 bill would be £10 a month, but every month (not just the first month) it is £11.17. I do not even use the sim. 

 

Why?

That would be the CPI+3.9% price increase, that was announced earlier this year. 

 

You will pay use it or not... 

 

If need be speak to VM and see if they will reduce your bill by £1.17
