Bill higher than expected (with Virgin Media)

I changed my Virgin Media plan to one that includes an O2 sim (which I did not need, but decreased the total price).I was told my O2 bill would be £10 a month, but every month (not just the first month) it is £11.17. I do not even use the sim. Why?
