I toped up my phone yesterday and now I can not make any calls or send texts , I can not receive calls but I can receive text, I can not call phone or text o2 as phone says emergency calls only, and I can not find live chat it seems to have dissapeared from computer screen

Try removing and cleaning the sim card
REboot your phone
Check for faults in your area

Try your SIM in another phone to see if SIM or phone fault.

cleaned sim re booted no luck also tried in my wifes phone and screen said 'disabled, network lock'

You need to call O2 then choose any of the options, fraud etc
Everything is taking longer due to the lockdown. Call centres and social distancing means limited staff to handle all the queries. Patience needed I'm afraid.
