Is it possible to have a radio app for an iphone that doesnt use your data allowance.

I dont know about that. I do know that most smartphones come with built in FM chips which aren't activated. (according to this article) No idea if that has changed in the last year though...

The only way is to use wifi or download podcasts whilst on wifi to playback later.

Although that sort of defeats the object of live radio. If you just want music there are many alternative options....
