I am abroad, my phone was stolen with my 02 sim in it and because of that I've had no way to access my account associated with that 02 number. As a result of this my account has been moved to a debt collection agency meaning I'll probably lose my phone number despite multiple attempts at getting 02 to send me a replacement sim there was no answer at all. Is there anything I can do to keep my number?

Did you inform O2 of the theft, @Fon? They will block the phone and IM, and should send a new SIM to your UK address, keeping your number. Guide: Lost or Stolen O2 Device? - How to Report it

o2 will not and never have sent simcards abroad, your only option is to get it sent to the a UK address and get them to post it on for you, and hope it gets to you.
If the account has been passed to a DCA then you will need to speak to them, as they maybe able to get o2 to reconnect the number..
To get a sim you need to call o2 using Skype on +44 800 902 0217 during UK hrs 8am til 8pm
