Not sure if anyone can help but I requested an unlock (or unlatch) code for my Pixel 3 XL online after I paid it off in full from o2, they have responded now by email saying they are unable to do this for "(specify the manufacturer name)" as they no longer support unlatching for this make of handset?? Its a 2018 phone and the latest from Google so I'm a bit confused as to why they've replied like this? Anyone have any solution or similar happen?

@Kuribo When did you purchase the phone as from July 2018 all O2 phones came unlocked

No Pixel phone was ever locked to my knowledge?

Ah ok it most likely isn't locked then, apologies I hadn't had a pixel before this one so just assumed they were locked as well! Thanks for the replies guys!
