Have you tried a hard reset ?
http://www.hard-reset.com/samsung-galaxy-s4-hard-reset.html
Or connecting to a PC suite.
Help Thread http://community.o2.co.uk/t5/Android-Devices-Samsung-HTC-Sony/HOW-TO-A-Guide-to-using-Odin/m-p/46346...
Or contact Samsung via their uk support page under warranty.

If this is the case then charge for a while, press the on off button and a battery symbol will appear. Press on off again and hold it down until battery symbol disappears then try to turn on again by holding the on off button in until the handset vibrates briefly.
