Might be worth cleaning the phone's charger port with something like a cocktail stick first, crud in the port can cause problems charging.

Some apps can also be disabled if they don't give an uninstall option which will free some space as it'll uninstall updates to them. Just make sure you don't disable any system app that could effect the running of the phone.

My apologies I must have misread the post, yes my advice would use your iPhones allowance, not the iPad's allowance.

You can send texts from your iPad if you've an iPhone and both are connected to the same wireless hotspot. I've done this with mine with no problem.
