Txt message recd when in Cyprus says I need to pay for data my account has correct bolt on

Hi my wife and I have same account with 2 mobile nos, we are virgin customer so get overseas bolt on. When we arrived in Cyprus today my wife txt message said data etc was free but mine said I was chargeable. We have a 0 spend cap. My phone was working with data so I assume I can’t be charged. Is this a glitch from O2 

any ideas

Have a read of this. If you are in Turkish Cypress or the phone is connected to a Turkish Cypriot network you will be charged.
