new phone not working

I have just signed up to a new contract and received my new Iphone 15 pro however it is not letting me set up the phone - everytime I get to the software screen nd try to download and install ios 18 it won't do it and gets stuck. I've tried this about 7 or 8 times and I have also tried to transfer from my old phone and also from cloud back up which doesn't work. Also - my current or old phone is now longer allowing me to make phone calls - help .. what can I do? Can I cancel the contract and can you send me a new phone to replace this one and I will send it back?
