I recently moved to a new e-sim package but I can't activate the e-sim. And every time I try to get into my O2, my iPhone doesn't receive the verifying code they try to text me so I can't access the manual download function. Any thoughts on how to resolve this?

If you are near an O2 store call in with photo ID.
But if you don't really need an eSIM stick with plastic for now. O2 and eSIM are not a good combination for most people
