Resolved! Zon 1 bolt on not being offered in a zone 1 country

I'm in Mexico and want a zone 1 data package as displayed 100mb for £9. I am only being offered zone 2 & 3 which is double and triple the price. All contact options to speak with anyone O2 are not working, very frustrating!!!
