iPad won’t switch on

Changing an old number on to a new sim.

Hi there, I'm kind of new to all of this number changing over stuff and my old phone was stolen a month or so ago, how can I put my old number on to my new sim so that I can access my apps that use my old number?

4g in France cannot connect.
