Unable to prove phone has been barred

I was mugged a month ago and they stole my phone. I rang O2 to bar the phone and sim straight away, reported it to the police and spoke to my insurance company. However my insurance company aren't able to complete my claim as they say when they check the IMEI number it doesn't show as barred. O2 say it is but every time they try to send me proof it comes up as unbarred. They have apparently escalated this internally twice, but I am still waiting for an update from them and still don't have a replacement phone. Anyone had this before/know what is causing this issue?
