This from Apple support https://support.apple.com/en-gb/guide/ipad/ipad99acb44a/ipados 

  1. Open the Messages app .
  2. Tap. at the top of the screen.
  3. Enter the phone number, contact name, or Apple ID of each recipient. Or tap. , then choose contacts from the list.
  4. Tap the text field above the keyboard, then type your message, or tap. to dictate text.
  5. Tap. to send.

There are several reasons for thisfor being unable to send:

The person that you sent the message to doesn't have an Apple device.

iMessage is turned off on your device or on your recipient's device.

To check if iMessage is turned on for your device, go to Settings > Messages > iMessage.

iPads can't send or receive text messages (sms).

Only iMessages.
