My old sim has been deactivated following the swap, but my new SIM, despite being recognised as an O2 SIM by the phone, has not been activated.
I can't call 202 for help because neither SIM works now.

You can use Skype to call customer services on 0800 032 1402
Alternatively you can message on social media:
