My number is due to port from 3 to O2 today.
I have had no messages to say it is starting but when someone dials my 3 phone number it is going into the O2 messaging service saying I am unable to take the call. Does this mean that the transfer has commenced?

Yes, sounds like the process has started.
Just keep rebooting your phone until it comes online.
