It only works on the WiFi. I’ve followed your links and they won’t load. I’ve also followed the instructions on the O2 website and nothing has helped.

Is this a new phone?
If so, did you use your old sim or do a sim swap Guide: Sim Swap: a mini guide 2017 update ?
It could also be a mast down due to the recent storm damage.
Check your postcode here when on wifi O2 Service Status

If this is an iphone change the APN to
mobile.o2.co.uk
in network settings
Then reboot the phone
