As of this morning my phone no longer accepts incoming or outgoing calls. Its like the account has been completely cut off.
Bills are all up to date via direct debit so something is a miss technically unless O2 has been hacked?

If you still have access to your MyO2, @justaman11 - then it is unlikely to be anything more than a brief service disruption, follow guides as offered by @Enlli above.
If you were being moved from Legacy to new System 360 back-end account management system ( https://community.o2.co.uk/t5/Welcome-News/O2-System-Updates-360/m-p/1598402/highlight/true#M39424 ) , then you would have no access to your MyO2 for a day or so, but service to your phone should remain operational throughout the migration.
