Please can I increase my spend cap
I have asked for added data bolt on which hasn’t been actioned, I think it might be because of the spend cap

You need to speak to customer services.

Bolt ons are excluded from spend caps so that's not the reason for it.
You can add a bolt on in your MyO2 https://mymobile.o2.co.uk/ but only if there are no other changes in progress on your account.
