Do you have forwarding to O2 Voicemail enabled, @CMH?  I have seen that clock up a large call when you're roaming somewhere and someone leaves a longish message (not in Europe now though, thankfully - for the time being at any rate!).

That's the only realistic answer as to being charged for incoming calls.
