Most people want data which is why it's included on most tariffs. If you have a modern smartphone it will always use data in the background. Unless you remain indoors then the phone will connect to data as soon as you are out of range of wifi. There are tariffs with small amounts of data you can go for and there is a basic P&G tariff with no data. Switch off mobile data if you don't wish to use it.

A modern smartphone uses data all the time, albeit usually in small amounts, so if it's not on WiFi depending on what you have installed there will always be data useage - to avoid this you need to turn off mobile data.

Many people do want data. If you don't it's your choice to take a tariff with low data allowance.
